在香港的訴訟案件, 與訟人或證人可能需要作出聲明（declaration）（一般較短）或誓章（affidavit）（一般較長）或非宗教式誓詞（affirmation）（一般較長）,由香港執業律師、公證人（notary）、監誓員（oath adminstrator）或太平紳士（justice of the peace）擔任見證人或監誓，之所以作出這些聲明或誓章或非宗教式誓詞，是因為想將一些話用作證詞呈堂，藉此證明一些事情。這項作出聲明的手續表示聲明人（declarant）保證聲明所說屬實(veracity of the declaration)（不是在作偽證（perjury）），如果聲明人在聲明裡說謊呢？他就要承擔法律責任了。

若聲明人身在香港，但他作出的聲明將要在內地法庭使用，那就須要根據香港的〈宣誓及聲明條例〉（Oath and Declarations Ordinance）（香港法例第11章）（Chapter 11）作出聲明，並由身兼中國委托公證人（China-Appointed Attesting Officer）（因為這份聲明要在內地使用）的香港執業律師（practising solicitor of Hong Kong）見證了。（還有其他方法，但上述方法較快捷。）

在內地使用的聲明，當然以中文書寫為佳，如果聲明人不諳中文，那就要安排一位傳譯員（interpreter）將中文聲明的內容清晰地傳譯給聲明人。有興趣可看以下範本,其中一些句子來自〈宣誓及聲明條例〉（Oath and Declarations Ordinance）
